Woodland Hills is an LA City neighborhood, so the rules differ from Calabasas
Woodland Hills is a community inside the City of Los Angeles, not a separate town. The Woodland Hills-Warner Center Neighborhood Council was recognized by the city in 2002, but water, sewers and permits all run through city departments. That shapes your first phone calls after a loss.
Water comes from LADWP. Sewer lines belong to LA Sanitation and Environment, which looks after more than 6,700 miles of sewers across the city. Building permits go through LADBS and its PermitLA system. If a toilet is backing up in the street line, that is a sanitation call. If a pipe fails inside the house, it is a plumber and a restoration crew, and the permit question comes after the drying.
When water is spreading in Woodland Hills
A split hose bib or a failed water heater in a hillside garage is an emergency that does not keep office hours. Dispatch is staffed overnight for emergency calls, and the nearest partner crew with open capacity takes the job. Do these things while you wait.
Until help reaches you
Close the house shutoff
Use the valve at the house first. The meter at the curb belongs to the utility, so if the house valve is stuck or missing, call LADWP rather than forcing the meter.
Condo or apartment? Tell the manager
In a multi-unit building the leak may start in a neighbor's unit or a shared riser. Call the building manager or HOA to close the shared line, and photograph ceilings and walls before anything is moved.
Power off wet areas only if safe
Switch off breakers for wet rooms only from a dry floor. If water is dripping from a ceiling fixture or around outlets, leave it alone and call 911.
Lift valuables and furniture
Raise electronics, papers and boxes, and pull rugs. If you have a lower-level garage or storage room, move things off the slab first, since water collects there.
Keep people and pets away, then call
Anything that came from a drain or toilet is contaminated. Keep children and animals out and call the 24/7 line with your address, floor and what failed.

Call (818) 337-2642Warner Center and the old stream course under it
Warner Center is the commercial and civic hub of this part of the Valley, and Warner Center Park sits at 5800 Topanga Canyon Boulevard in ZIP 91367. City planning records include a 1903 USGS map showing the original Arroyo Calabasas stream course crossing the northern part of the Warner Center project site, before it was channelized.
That does not mean a given building floods. It is a reason to check below-grade parking, storage rooms and ground-floor suites after heavy rain, because older drainage paths can influence where water collects. Offices and retail suites here also mean business losses, where a landlord, a tenant and an insurer may all be involved. Ask the building manager who owns the repair.
The concrete channel and the LA River headwaters
Arroyo Calabasas runs about 7 miles in a concrete channel through Calabasas, Woodland Hills and Canoga Park, then joins Bell Creek. That meeting point in Canoga Park is where the LA River headwaters begin. They are not in Woodland Hills, though the channel passes through. LA County Public Works says the headwaters channel is rated for a 2% annual chance, or 50-year, flow.
A channel built to that rating can still be overwhelmed by a bigger storm or by street runoff that never reaches it. Street water that gets indoors counts as Category 3, so carpet, pad and low drywall usually come out. That work is covered on our flood damage restoration page, and the first extraction step is on emergency water removal.
Hillside Woodland Hills: Mulholland, Topanga and the ridge
The Santa Monica Mountains form the southern edge of the neighborhood, and the community plan limits density on hillsides. In 2025 a debris flow on Mulholland Drive near Alhama Drive trapped at least four vehicles and closed about a mile of road, according to Fox LA. Homes on that side should watch for runoff at retaining walls and garage doors during storms.
Fire history here is different from the west. Woodland Hills was not an evacuation zone in the 2018 Woolsey Fire. Taft Charter High School on Winnetka Avenue and Pierce College hosted evacuees, while neighboring West Hills west of Valley Circle Boulevard was evacuated. So storm and plumbing losses are the common cause here, not fire.
The three Woodland Hills ZIP codes and how we pair services
Most residential calls come from 91367 and 91364. Pierce College is 91371, a unique ZIP for the campus (426 acres, opened in 1947), so houses rarely use it. For a burst pipe we start with water mitigation for the drying phase, and where contaminated water is involved we add water damage cleanup.
Farther west on US-101, Agoura Hills has its own water district and permit office. If your address is near a boundary, call and we will confirm which jurisdiction applies.

Frequently asked questions
Do you cover every ZIP code in Woodland Hills?
Yes, three. ZIP 91367 includes Warner Center Park on Topanga Canyon Boulevard and is the busiest for residential calls. ZIP 91364 is the Neighborhood Council's mailing ZIP, and 91371 belongs to Pierce College. The community plan places the Woodland Hills subarea between Victory Boulevard and the Santa Monica Mountains, with US-101 and Topanga Canyon Boulevard as boundaries.
Call and give your street address if you are unsure which ZIP applies.
Is emergency water removal available in Woodland Hills?
Yes. Someone picks up the 24/7 line at any hour, weekends too, and dispatch looks for an open crew in the Valley. Close the house valve first. For a condo or office, give the floor and the name of the building manager.
Who shuts off the water in Woodland Hills, LADWP or the city?
LADWP is the city's water utility. You close the valve at the house yourself. If it is stuck or you cannot find it, contact LADWP rather than turning the meter with pliers. A restoration crew can then extract water and dry the structure, while a plumber repairs the pipe.
Does fixing water damage in Woodland Hills require an LADBS permit?
That turns on the scope. Pulling out water and drying usually needs none, while rebuilding that alters framing, pipes or wiring can. Put the question to LADBS or your contractor before walls are closed. We do not issue permits and will explain the scope and price before work starts.
Are the LA River headwaters in Woodland Hills?
No. They are in Canoga Park, where Bell Creek and Arroyo Calabasas meet. The channel does pass through Woodland Hills, so storm runoff there is a real consideration after heavy rain.
