Water problems that start with the lake, the dam and the reservoir
Water infrastructure shapes this city. Westlake Lake is private and managed by the Westlake Lake Management Association. Westlake Dam, built in 1967, is 40 feet high and holds 791 acre-feet. The lake shores are in FEMA Zone A, the 100-year floodplain.
The city's Safety Element calls the lake area its largest hazard zone. It includes three residential neighborhoods, a retail center, the spillway area, Westlake Athletic Club and part of Oak Forest Estates. The same document describes dam failure as very unlikely and with no history. The practical point is insurance. Homeowners policies typically exclude flood, and flood cover is the federal NFIP, so check your policy for a separate flood policy before a wet season.
When water is spreading in Westlake Village
Whatever the source, an emergency here has the same clock. The emergency phone is staffed 24/7, and dispatch matches your address to a partner crew with room in its schedule. Many homes sit inside gated tracts and associations, so a few local steps help.
While the water is still moving
Shut the main valve
Water here is supplied by Las Virgenes Municipal Water District. Close the main valve at the house. If it will not close, the district's 24-hour line for water and sewer emergencies is (818) 251-2100.
Tell your association
If you live in a condo or townhome community such as Westpark, a shared line may be the cause. Call the management office to close the building valve, and note who reported it and when.
Power off only wet areas, only if safe
From a dry floor, switch off the breakers for wet rooms. If water is touching outlets, or a ceiling is bulging, stay out and call 911.
Lift valuables and furniture
Raise electronics and papers and pull rugs. If water is lake- or creek-fed, do not drive through it to move a car.
Keep people and pets out, then call
Water from a creek, drain or toilet is contaminated. Keep everyone out, then call the 24/7 line and give your exact street address, because our dispatcher will confirm which county you are in.

Call (818) 337-2642Las Virgenes Reservoir, Triunfo Creek and Oak Forest Estates
Las Virgenes Reservoir is run by the water district. Its earth-fill dam was built in 1972, stands 150 feet high and holds 10,000 acre-feet. In 2017 a brief storm caused it to use its concrete spillway for the first time, and the dam was not damaged. The banks of the reservoir are also mapped as Zone A.
Triunfo Creek and a creek on the northeast border with Agoura Hills are mapped as Zone AE. Oak Forest Estates, a 197-unit mobile home park, has had homes flooded by Triunfo Creek before. Mobile homes sit low, with floors and belly insulation that stay wet, so water that comes in from outside is treated as Category 3 contaminated water. That work is on our flood damage restoration page.
Lake Lindero creek affects the Westlake Renaissance neighborhood and can close Thousand Oaks Boulevard. If you see water at the road edge in a storm, call before it reaches the door.
ZIP 91361 is not the same as the city of Westlake Village
The city of Westlake Village lies on the Los Angeles County side, yet ZIP 91361 is far bigger than the city. It is mostly Ventura County and also takes in Thousand Oaks, Lake Sherwood and Hidden Valley addresses. Neighboring ZIP 91362 belongs to Thousand Oaks.
This matters because the county sets who issues permits, who answers police and fire calls, and which utility rules apply. So call and confirm your address. Inside the city, building permits are handled by LA County Building and Safety, according to the Safety Element, while City Hall is at 31200 Oak Crest Drive. Fire is LA County Fire and police is the Sheriff.
1960s and 1970s houses and the 2018 evacuation
The city's 2021 Housing Element says 82.1% of homes were built by 1989, and about 63% in the 1960s and 1970s. Of 3,371 homes, 88.9% are single-family and 3.3% are mobile homes. Houses that age often have original slab and wall plumbing, so a pinhole leak in a wall can run a long time unnoticed. Persistent damp or a musty smell is a reason to ask for a moisture-meter check.
The Woolsey Fire forced an entire-city evacuation in November 2018, and 16 mobile homes in the city were destroyed. We do not do fire restoration. If your home sat shut for days afterward, check ceilings and sinks for water.

Frequently asked questions
Do you cover every ZIP code in Westlake Village?
Westlake Village uses ZIP 91361, which also covers parts of Thousand Oaks, Lake Sherwood and Hidden Valley, and most of it lies in Ventura County. Inside the city, that includes the streets around Westlake Lake, Lindero Canyon Road and the Westlake Renaissance neighborhood.
Give your full street address on the call so dispatch can place it in the right county first. We do not list 91362, which is Thousand Oaks.
Is emergency water removal available in Westlake Village?
Yes, at any hour of any day. Dispatch assigns a partner crew with open capacity once your address is confirmed. For lakefront or creekside water, say so on the call, because that water is treated as contaminated.
Does a lake or dam flood cover come with my homeowners policy?
Usually not. The California Department of Insurance describes flood, mudslide and debris flow as standard exclusions, and flood coverage comes separately through the NFIP. Sudden pipe bursts are often covered. Ask your insurer, and save receipts for protective steps.
Who handles water and sewer emergencies in Westlake Village?
Las Virgenes Municipal Water District supplies the water and handles sewer service for most of its area. Its 24-hour line is (818) 251-2100. A backup in the street line is theirs, while a clog inside your house is a plumber's job.
Is my Westlake Village address in Los Angeles or Ventura County?
Many 91361 addresses are in Ventura County. The city of Westlake Village is the Los Angeles County side only. Call and give your address so the right authority and permit office can be identified.
