Storm season in the canyon, and why timing matters here
Topanga sits in the Santa Monica Mountains south of Calabasas, and its water problems follow the weather. The nearby Woodland Hills station averages about 16 inches of rain a year, and the rain is concentrated in winter, December to March, with February the peak. If a roof leak or a flooded crawl space shows up in that stretch, assume the structure will stay damp for days and call early.
Our dispatch line works around the clock, and an emergency call in Topanga gets a different set of questions than one in the flat part of the Valley. We ask which road you are on, whether the driveway is steep or unpaved, and whether SR-27 is open between you and us. Those answers decide how a crew and its pumps get to your door.
ZIP code 90290 is the Topanga ZIP, and if you are calling about water mitigation or flood cleanup in 90290 you are in the right place. Just keep one thing in mind: not every 90290 address is governed by the same agency, which matters when permits come up later. The jurisdiction section below explains how to check.
Water inside the house at this moment: steps for the wait
An emergency in the canyon often means a longer wait than you would like, so use that time. The cards below are written for how Topanga homes are actually supplied, drained and reached.
Find the right shutoff
If your water comes from the Waterworks District 29 system, the meter box near the road has the shutoff. If your property also has a private tank or pump, switch that pump off at its own breaker so it stops refilling the leak.
Power off wet areas only if safe
Breakers for wet rooms can be switched off when the panel is reachable from dry ground. If the panel is wet or the floor is flooded, stay out and call 911 or the utility.
Lift what you can
Raise rugs, boxes, books and small furniture onto beds, counters or the deck. Hillside homes often have lower floors that take water first, so start there.
Keep people and pets out
Muddy storm water can carry sewage or septic overflow. Keep children and animals away from it, and do not wade in without boots if you must cross.
Call the 24/7 line
Tell us your road, the driveway slope and whether you have seen any SR-27 closure notice. That lets dispatch plan the route and the equipment before anyone leaves.

Call (818) 337-2642When SR-27 closes: how a closed road changes an emergency call
Caltrans closed the lower stretch of Topanga Canyon Boulevard between PCH and Grand View Drive, a 3.6 mile section, several times in recent storm seasons. It shut on November 13, 2025 ahead of a storm. It closed again on December 30, 2025 and reopened on January 2, 2026. After a mid-February 2026 storm, debris flows kept it closed, with one lane reserved for emergency vehicles.
That closure covers only the lower canyon. The section from Grand View Drive north to US-101 stayed open, so a home in the upper canyon may still be reachable from the Calabasas side. Check whether you live above or below that point before you assume we cannot get to you.
Caltrans also treats the PCH to Grand View stretch as an active work zone, normally closed to the public from midnight to 5 a.m., and overnight work closures are part of that routine. A midnight burst pipe on that stretch means planning around the work zone, so tell dispatch the moment you know your address.
Old Topanga Canyon Road is the other link. It runs from SR-27 into Calabasas, and Calabasas lists it as a historic landmark that remains a significant route to the ocean. It is also narrow and winding, so large trucks may stage at the road and carry hoses and equipment in by hand. We will tell you when that is likely.
Topanga Creek, debris flows and what floodwater leaves behind
Topanga Creek drains an 18 square mile watershed and ranks as the third largest drainage into Santa Monica Bay. Homes near the creek or below a steep slope can take on water and mud even when the roof is sound. Caltrans moved about 33,000 cubic yards of mud and debris off SR-27 after the early 2025 storms, which gives a sense of how much material a canyon storm can push downhill.
Mud-laden water is treated as contaminated. In restoration terms it is usually Category 2 or 3 water, which means soft, absorbent finishes like carpet pad and drywall often come out instead of being dried in place. Our flood damage restoration work covers that sorting, and the emergency water removal step comes first when water is standing.
In November 2025 the National Weather Service warned that rain rates could exceed the debris-flow threshold over the Palisades burn scar. A forecast like that is your cue to move valuables off lower floors and photograph the house before the storm.
Insurance and canyon storms
A burst pipe is the textbook sudden and accidental loss, and those are often covered. Slow leaks from neglect often are not. For canyon storms, the state insurance department points out that flood, mudslide and debris flow sit outside standard homeowners cover, and the federal NFIP is where flood protection is bought. Your policy and your insurer have the final word. We document the damage and dry the structure. We do not decide your claim.
Waterworks District 29, septic and permits: three different offices
Topanga is an unincorporated community of Los Angeles County, so it has no city hall. Water here comes from Los Angeles County Waterworks District No. 29, the same district that serves Malibu, rather than the Las Virgenes district that serves Calabasas. If a main or meter has failed, you call the county waterworks, not the Calabasas utility number.
The Topanga Town Council has told state regulators that most local properties have used septic systems for over 100 years, and many properties rely on septic. When floodwater or a backup reaches a leach field or tank area, we stop at the edge of the system and refer you to a licensed septic professional. Repairs to onsite systems go through the County Department of Public Health, then local Building and Safety.
Rebuilding permits for unincorporated Topanga come from Los Angeles County Public Works Building and Safety, which runs a Calabasas and Malibu office. Hillside zoning follows the Topanga Canyon community standards district, so ask before you promise a contractor a quick rebuild.
ZIP 90290 straddles two jurisdictions: confirm yours before you file
ZIP 90290 is not a clean boundary. Parts of it lie in unincorporated county land and parts fall inside the City of Los Angeles. Topanga State Park, for example, is mostly within City of LA limits yet carries a Topanga 90290 address.
That affects permits. A county address goes through Los Angeles County Public Works Building and Safety. A City of LA address goes to LADBS. Look at your property tax bill or call the county before you start repairs, and tell your adjuster which one applies.
Evacuation, return and checking a house that sat empty
During the Woolsey Fire in November 2018, Los Angeles County Fire listed the entire Topanga canyon community under mandatory evacuation. People in Topanga know what it is like to leave a house for days. If you have come back to a home that sat closed up, look at the water heater cabinet, the cupboards under sinks and the ceiling beneath any bathroom, because a slow leak over several days soaks drywall unseen.
If it is wet and you smell mustiness, call. Drying within 24 to 48 hours greatly lowers the chance of mold, and our mold remediation team follows ANSI/IICRC S520 practice if growth has already started.
Not the other Topanga: a name mix-up that costs time
Westfield Topanga, the mall, sits in Canoga Park, and the northern end of Topanga Canyon Boulevard runs through Canoga Park and Woodland Hills. Those are City of LA addresses, not the canyon community. If your problem is there, our Woodland Hills page and our West Hills page cover those neighborhoods. Monte Nido, another unincorporated Los Angeles County community in the Santa Monica Mountains, is a nearby area we can also help with.
Serving Topanga from Calabasas
The canyon is south of Calabasas, with SR-27 running through the community and Old Topanga Canyon Road linking it north to our home base. Call the emergency line and we will plan the route for your road.
Frequently asked questions
Do you cover every ZIP code in Topanga?
Topanga has one ZIP, 90290, and we serve it from the canyon floor around Topanga Canyon Boulevard up to the ridge roads and Entrada Road near Topanga State Park. A few 90290 addresses sit inside the City of LA, so tell us your street and we will help you work out who issues permits.
Is emergency water removal available in Topanga?
Yes. Our emergency line runs 24/7 and sends a crew when one is available for your road. If SR-27 is closed below Grand View Drive, we plan a route from the upper canyon or the Old Topanga Canyon Road side. Ask for emergency water removal when you call.
What if my water comes from a tank or well instead of the district?
Then the shutoff is your own pump or valve, not the county meter. Turn off the pump breaker, then tell us how your system is set up so we know whether any supply line is still pushing water into the house.
Who pulls the permit for repairs in Topanga?
For unincorporated addresses it is Los Angeles County Public Works Building and Safety. For a City of LA parcel inside 90290 it is LADBS. Water-supply issues go to the county waterworks, and septic work goes through County Public Health.
Will a canyon storm be covered by my homeowners policy?
That depends on what caused it. A sudden pipe or roof failure may be covered, while water from a mudslide or a flooding creek usually falls under exclusions and calls for separate flood coverage. Your policy language settles it, so get it in front of your insurer early.
Do you work with creek or mud damage in Topanga?
Yes. Mud-laden water is treated as contaminated, so we remove affected materials and sanitize the area. See our water mitigation page for the first 24 to 72 hours of work.
